Personnel Accountability Scanning System (PASS)

Extraordinary controls to account for personnel within specified facilities is often essential.

The Department of Energy (DOE) requires, for example, that all personnel be accounted for within 30 minutes from the instant an emergency evacuation is initiated. This was very difficult to accomplish with existing mechanisms.

The PASS provided a solution that incorporated an innovative combination of current technology; stationary bar code (badge) readers at ingress points that communicated via a 900 MgHz RF network combined with off-the-shelf hardware and software plus a relational data base management system. A centralized C program coordinates all activity.

Operationally, evacuees are identified by hand held scanners. Data linked to a wireless network computer system provide status and an identification of missing personnel. Discrepancies are handled quickly with accurate information.

This application received immediate acceptance and satisfied the DOE requirement.
